With the format PNG you achieve on account of the colour depth and alpha channel transparency the best visual representation. Older IDE's do not support perhaps the format PNG. Here the format BMP offers. For the web applications Gif Format is suitable, because older browsers do not support the format PNG.
If you use Visual studio in 2005 or 2008 with graphics in the format PNG, put the Property Colordepth of the components on the value Depth32Bit.
Use to tool trips, in menus or on buttons the Icon format only if you can select the suitable format and the size from the Icon. Otherwise an Icon is chosen by the IDE, perhaps, in wrong size and low resolution and then is scaled. In the result the scaled Icon would be frayed in the edges and look blurred.
